O Santos Dumont Institute (ISD)<\/strong><\/a> operates in a differentiated category of partnership between the public and private sectors, entitled\u00a0<\/span>Social Organization<\/b> (YOU).\u00a0<\/span>It is a legal entity governed by private law, <\/span>non-profit<\/b>, which receives resources from the Public Power to perform services of\u00a0<\/span>public interest<\/b>.\u00a0<\/span>The OSs are regulated by the Federal Law n. 9,637<\/strong><\/a>, dated May 18, 1998.\u00a0<\/span><\/p>

To be constituted as an OS, an institution must act in one of the following areas: teaching, scientific research, technological development, protection and preservation of the environment, culture or health<\/strong>. O <\/span>Presidential Decree<\/b><\/a> of February 27, 2014 qualified ISD as a Social Organization, with the purpose of: \u201cto develop education and scientific research projects through the creation of a multidisciplinary environment, aiming at the development of cutting-edge research in multiple areas of knowledge, involving educational, social and economic development projects\u201d<\/em>.<\/span><\/p>

As an OS, ISD meets specific requirements. In addition to not having a profit-making purpose, any financial surplus arising from its activities or donation received must be incorporated into the Institution's assets. The ISD must have<\/span> collegiate governing bodies<\/b>, with the participation of representatives of the Government and society; <\/span>publicize your actions<\/b>; and submit to the control of <\/span>Federal Court of Accounts (TCU)<\/b><\/a>\u00a0on public funds received.<\/span><\/p>

The formalization of the partnership between ISD and the Public Power takes place through the celebration of a <\/span>Management Agreement (GC)<\/a>\u00a0<\/b>, which establishes goals to be achieved and controls the results obtained. The ISD GC was signed with the <\/span>Ministry of Education (MEC)<\/a>\u00a0<\/b>for the first time in 2014.\u00a0Each semester, one <\/span>Monitoring and Evaluation Commission<\/b> established by the MEC (composed of specialists in the ISD's areas of activity) evaluates the fulfillment of the goals agreed in the CG and defines the next objectives to be achieved.<\/span><\/p>
