CLARIFICATION NOTE

Regarding the article published on November 10, 2016, at 9:55 am, in BG Blog under the title “Miguel Nicolelis’ institute’s unsupervised purchases”, the Santos Dumont Institute (ISD) comes to the public to clarify:
The Santos Dumont Institute (ISD) is not a Non-Governmental Organization, as stated in the news, but rather a Social Organization qualified by Presidential Decree of February 27, 2014. Therefore, the ISD does not fall under Law 8.666 of June 21, 1993, which establishes rules for bidding and contracts of the Public Administration. As provided for in Law 9.637 of May 15, 1998, which establishes the qualification of entities as social organizations, the Santos Dumont Institute promotes the contracting of works, acquisition of goods and services and sales, in accordance with the criteria established in its own regulations, approved by its Board of Directors and published on the ISD website, available at: https://institutosantosdumont.org.br/wp-content/uploads/Regulamento_de_Contratacoes_de_Obras_Servicos_Compras_e_Alienacoes.pdf.
The acquisition process mentioned in the aforementioned news item on the BG Blog had all the publicity required for similar processes, such as: a) invitation letter published on the Institute's website, containing all the information required for the submission of proposals; b) result of the competitive selection process, informing the corporate name and CNPJ of the winning company, as well as the total value of the acquisition. Both pieces of information can be verified on a specific page on the ISD website, which contains all processes related to contracting works, services, purchases and sales: https://institutosantosdumont.org.br/fornecedores/.
The winning company in this process presented a proposal with the lowest overall value, as well as technical reports and compliance with Regulatory Standard No. 17 of the Ministry of Labor, which establishes ergonomic parameters. Guided by good management of public resources, the Santos Dumont Institute informs that the proposal from the company that approached the BG Blog presented a value 57% (fifty-seven percent) higher than the winning offer.
The ISD manages resources from the Public Authorities, through a management contract with the Ministry of Education (MEC) and is guided by the principles of equality, legality, publicity, morality, efficiency and economy, as well as widely publicizing its actions through its website: https://institutosantosdumont.org.br/.
Contrary to what can be understood from the title and content of the article on the BG Blog, all actions of the Santos Dumont Institute are subject to inspection by the Public Administration control bodies, the Federal Court of Auditors (TCU) and Independent External Audit.
Still correcting the article on the BG Blog, it is important to inform that the ISD has five units in operation in the cities of Natal (RN), Macaíba (RN) and Serrinha (BA), working in the areas of education, maternal and child health, neurosciences and neuroengineering.
It is worth noting that the ISD is responsible for the Brain Campus, but not for the Brain Institute, a research center linked to the Federal University of Rio Grande do Norte (UFRN).
