The first session of the SIG Re(h)abilitar 2026 established itself as a milestone for the qualification of the Care Network for People with Disabilities in Brazil. The inaugural event, which brought together more than 150 devices connected simultaneously throughout the country, was the stage for the official launch of the “Guidance Guide for the implementation of the Individual Therapeutic Project (PTS) in the Care Network for People with Disabilities”.

The virtual conference, held on the afternoon of this Wednesday (1st), was conducted by Arthur Medeiros, general coordinator of Health for People with Disabilities at the Ministry of Health, and Camila Simão, coordinator of the Specialized Rehabilitation Center (CER) at ISD. Both participated in the preparation of the Guide, which also had the collaboration of researchers from federal universities and research centers.

The document, available on the Ministry of Health website (Click here to access it.This course aims to provide theoretical and practical support for professionals and managers. The focus is on the implementation of the Individual Therapeutic Project (ITP), a strategy that organizes care in an individualized way, considering the specific needs of each user, instead of applying generic protocols.

For Arthur Medeiros, the launch is the result of a continuous management effort. “The Individual Therapeutic Project has been the subject of work since 2023, when I took over the coordination. The topic has been debated to advance qualification and care within the Network,” he stated. The general coordinator also emphasized the strategic nature of the document. According to him, the objective is “to recognize the ITP as a tool for care, but also for management. It is a document that provides the theoretical support to professionals and managers for its implementation.”

Biopsychosocial Model in Focus

The importance of PTS lies in its ability to transform the logic of rehabilitation. Instead of focusing solely on "curing" or correcting a disability, the model seeks the patient's autonomy and functionality within their social context.

The coordinator of the ISD Specialized Rehabilitation Center, Camila Simão, highlighted that this paradigm shift will guide the group's upcoming sessions. “It’s important to remember that the disability doesn’t cease to exist. If the focus is on correcting the disability, we will have a patient tied to the service for life. Therefore, we must prioritize the biopsychosocial model as an alternative to the traditional biomedical model, and the focus needs to be on Participation and Social Inclusion,” explained the coordinator.

About the Re(h)habilitate GIS

The SIG Re(h)abilitar is a Special Interest Group that integrates the University Telemedicine Network (RUTE). It functions as a network for collaboration and continuous learning, connecting health and educational institutions throughout Brazil to discuss best practices, share scientific evidence, and strengthen assistance for people with disabilities.

The inaugural session marks the beginning of a series of eight other meetings planned for 2026, where the PTS (Personalized Therapeutic System) and the biopsychosocial model will continue to be the central themes of the debates. The sessions take place on the first Wednesday of each month. The calendar includes synchronous meetings until December.
